BOOT.INI is located on the root of your boot drive, normally C:\

[boot loader]
timeout=30
default=multi(0)disk(0)rdisk(0)partition(1)\WINNT

[operating systems]
multi(0)disk(0)rdisk(0)partition(1)\WINNT="Windows NT Workstation, Version 4.0"
multi(0)disk(0)rdisk(0)partition(1)\WINNT="Windows NT Workstation, Version 4.0 (1 CPU)" /ONECPU

Simply add a new line to your BOOT.INI by copying an existing one and add the parameter /ONECPU to the end of the line.
Change the description for that entry and reboot.

This works also for lines ending with /SOS, e.g. /SOS /ONECPU
