Firstly, calling srand() with the given parameter in the
function isn`t too smart (if you call the function twice in
a second, you get the same result).

Then, it is very tough on hardware -- why can`t you use
indexing instead of substr(). And if you MUST use substr(),
are you sure it`s smart to call strlen() in every iteration?

Also incrementing some variable in while() would be nicer
than calling strlen() again and again().
